
The Timmins Police Service Traffic Unit has responded to numerous public complaints regarding the operation of all-terrain vehicles (ATVs) and dirt bikes on roadways throughout the South Porcupine area.
As part of targeted enforcement efforts, officers conducted proactive patrols, resulting in numerous traffic stops involving youth operating off-road vehicles. In many cases, officers exercised discretion by providing education and issuing cautions, ensuring operators and their parents understood the legal requirements surrounding the operation of off-road vehicles.
Education focused on operator licensing requirements, vehicle registration and permits, insurance obligations, and the fact that operating off-road vehicles on public highways is prohibited except where permitted under Ontario legislation or municipal by-laws.
During the enforcement initiative, a 16-year-old ATV operator was arrested on Essa Avenue and charged with:
- Unlawfully driving an off-road vehicle on a highway
- Driving a motor vehicle without a licence
- Driving a motor vehicle without licence plates
- Operate motor vehicle – perform stunt
- Owner operating a motor vehicle on a highway without insurance
As a result, the ATV was impounded for 14 days and the driver received a 30-day driver’s licence suspension.
If convicted, the combined fines associated with these offences are approximately $8,000, in addition to an estimated $1,500 in towing and impound fees and approximately $750 in driver’s licence reinstatement fees.
The Timmins Police Service reminds the public that when an off-road vehicle is operated on a highway, it is classified as a motor vehicle under Ontario’s Highway Traffic Act. This means all applicable traffic laws apply, regardless of the vehicle’s intended recreational use. Operators must comply with licensing, registration, insurance, helmet, and other legal requirements where operation is permitted.
The Timmins Police Service encourages parents and guardians to speak with young riders about the laws governing off-road vehicles before allowing them to operate an ATV or dirt bike. Understanding the rules can help prevent collisions, injuries, and significant financial penalties.
The Traffic Unit will continue to conduct enforcement initiatives throughout the community in response to public complaints and to promote the safe and lawful operation of all vehicles.
